This can be measured by a Stetzer meter or a Greenwave meter.It is a simple capacitor filter but includes exceptional and advance safety features to ensure longevity of the filter and safety of users including a light to show that it is working correctly.Installation and maintenance processCheck DE levels with a Stetzer meter all around the premises. A recent independent test showed the DE3 filter running an impressive 10 degrees C cooler  (30 degC versus 40 degC for other non-ventilated filters).( Conversely, If a filter is made of white plastic, it is likely to be made of non-fireproof plastic )An over-voltage surge limiting device, a varistor, helps protect the capacitor, making it last longer and not be prone to overheating. It limits the voltage on the capacitor to 275 V AC.Further safety is provided by both a thermal fuse and a normal fuse. The thermal fuse fuses at 80 degC on the surface of the capacitor.An integrated circuit chip discharges the capacitor quickly so there is much less danger of electric shock.  The IC also prevents the resistor from running continuously so the filter runs cooler and consumes  less power.A small red LED shows correct functioning at all times. If the led (small red indicator) goes out then safety electronics has shut off the filter to protect the capacitorUse of DE3s outside of the UKIn countries in Europe with 230V AC 50Hz, the DE3 can be used safely, provided the adaptors are of good quality, ensuring that connections are secure and the earth is properly connected (which is often not the case). Because of the capacitor in the filter, poor connections can cause arcing, which generates large amounts of dirty electricity and poses a risk of overheating. Therefore, it is particularly important not to place sideways load on the connections by hanging the filter off the adaptor plug on the wall.
